Stella Maris Molina- Rosario obtained a Bachelor’s Degree in Political Science Magna Cum Laude from the University of Puerto Rico, Río Piedras Campus. She obtained a Juris Doctor from the Inter American University of Puerto Rico School of Law. Ms. Molina is also a Notary Public.
Prior to joining Reichard & Escalera, Ms. Molina served as General Counsel for the Executive Director of the Puerto Rico Industrial Development Company, where she was responsible for: the development of multiple industrial projects, as main negotiator for the Commonwealth of Puerto Rico, under the Economic Incentives Act for the Development of Puerto Rico (Act 73-2008) and the Export Services Act (Act 20-2012); advising the Executive Director on state regulatory issues; drafting and recommending the adoption of regulations and crafting investment and economic development strategies. For almost 20 years Ms. Molina has been advising clients in matters including: corporate law, industrial development incentives, real estate, financing and banking, renewable and alternative energy, government affairs, aerospace, aeronautical and high technology industries. She actively participated in the drafting of the 2014 amendments to Act 73-2008.
Ms. Molina is an active member of the Puerto Rican Industries Committee of the Puerto Rico Manufactures Association (“PRMA”); and has served as Chairwoman of the Board of Directors of the Investment Board for the Puerto Rico Industry, Chairwoman of the Board of Directors for the Bioprocess Development and Training Complex, Secretary of the Governor’s Manufacturing Advisory Council, Member of the Board of Directors of the Aerospace and Aeronautical Institute of Puerto Rico. Ms. Molina is a frequent speaker for PRMA and Jesus Saad Manufacture’s Foundation and invited speaker for: Laser Conference for the Caribbean, Puerto Rico Mayors Association, Intenor and PRIMEX.
